State of Georgia seeks vendor partners to support Digital Services Georgia initiatives


Digital Services Georgia (DSGa), an office within the Georgia Technology Authority (GTA), is currently releasing a series of Request for Qualified Contractor (RFQC) solicitations. We will identify a pool of vendors to partner with DSGa, state agencies, and elected officials to provide solutions that serve the public’s digital services needs.

These RFQCs are intended to identify multiple service providers who meet or exceed the identified requirements contained within each request. Once the RFQCs have been finalized and the vendor pool is established, GTA intends to award multiple contracts for engagements within each solicitation stream, or labor category.

The initial and flagship project, led by DSGa, will be a scalable web content management platform, currently hosting 82 websites. Each of the RFQCs are also intended to approve qualified contractors to sign a participation agreement for approved digital services. Such agreements may be obtained by state agencies for additional projects acting as supplements to the main platform.

DSGa’s roadmap to achieve a more modular procurement and agile development process is as follows:

Pre-selected vendor pool: DSGa will release all future statements of need within this pool of trusted vendors partners before reaching out to non-selected vendor partners. In the coming weeks, we intend to release the following streams:

  1. Drupal 8 Development
  2. Digital Experience, which is composed of Content Strategy, User Experience, and Design & Branding
  3. Audit, which will contain components of Accessibility and Usability Testing

Interested vendors, follow these steps to bid:

  1. Acquaint yourself with Georgia’s digital roadmap. It is very important for us to work with vendor partners who align with our approach and ideology.
  2. Register with the Georgia Department of Administrative Services for notification of future RFQCs.
  3. Obtain a federal E-Verify ID.
  4. Respond to the relevant RFQC
  5. Post-selection, the state requires the most recent W-9 to add vendors to the state system.

Vendors will be selected based on their alignment with DSGa digital best practices:

As the Office of Digital Services, we aim to assist state agencies and elected officials by providing services across the missing eXperience as a Service (XaaS) layer. The selected vendors will be required to adhere to the tenets and development best practices set by DSGa. When a need arises, we will engage with the right vendor from our pool in a quick and agile manner.

The purpose of these requirements is to identify qualified contractors that have the knowledge, experience, and capability to provide skills related to usability research and user experience testing for projects managed by the Digital Services Georgia team. In addition, this procurement will serve to pre-approve contractors with the necessary skills to provide usability research and user experience testing services to other state agencies.
